Browse to the following key in the registry -
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows CE Services\AutoStartOnConnect
If you find an entry for CeAppMgr, then you will need to delete it.

[edit] Update Installer Fails with a NullPointer Exception
Start ACSI Service (Provides access to the Solution Install registries). Only necessary while the update installer is working.
